Major Vijay Kumar of the N.S.G. is all set to marry his newscaster girlfriend Tejaswani. Vijay Kumar has a demented brother, Abhay, who has been an inmate of mental asylums for the past 22 years, and was convicted of matricide when he was 12. Although many attempts were made by the family requesting Abhay's release, they were turned down by the Asylum authorities since they felt he was unfit for living in the real world and was probably very dangerous if left on his own. When Vijay and Tejaswani make the grave mistake of going to the asylum to meet his twin brother to say sorry for not being able to get him out, it becomes that way that Abhay escapes, and becomes a one man Hell that is unleashed on Delhi.
