Having toiled far too long behind the scenes at a low rated TV station, the beautiful young Keiko has devised a plan to kickstart the station's popularity. When the regular weather girl, Michiko Kawai, call sin sick, Keiko realizes that it's time to test her idea. While doing the weather for Michiko, Keiko strips off her top and lifts her skirt, jolting viewers out of their stupor and making them pay close attention to the weather. Soon, Keiko's a rising star at the station, taking over more and more of the day to day operations. However, Michiko, upset at being shown up by this upstart, plans to exact her revenge on Keiko, and hopefully stop her rising star.
